This is interesting... I want to sidechain a compressor on the lead guitar track from the vocal track. Unfortunately the guitar track's compressor is not listed in the vocal track's send menu.
 
This is weird because the guitar track's compressor appears in other channels' send menu. There are 40 channels in the project and 36 of them have 28 items in the console view send menu and 4 of the channels have only 14 items in the send menu - lots of missing destinations. I don't see anything that would make the 4 channels with fewer send destinations unique. I would expect each channel to have the same send menu (minus their own effects).
 
Any ideas? 

Fixed by duplicating the messed up tracks and unchecking "sends" - the new tracks have all the sends.

Where are you unchecking sends, @TStorms? I'm going to see if I can duplicate and then resolve like you did....

I unchecked 'sends' in the 'duplicate...' menu found when right clicking the track header in Track View. I have no idea how the track was created without the proper sends in the first place. Good luck with the troubleshooting.
