It has been a while since I installed SF10, I do not remember anything special about it. There may have been a check box to select on install. You may already have them installed. Since they are DX plug-ins they will be at the top of the plug-in list under Sony.

 Do you have Sound Forge set up as an audio editor inside of Sonar? 
 You would be able to use the SF effects on individual clips.

When you install SF 10 or 11, it detects whether your OS is x86 or x64 then automatically installs the corresponding dx version. That is, where there is a choice of 32 or 64 bit. Simples.

FWIW I have Sound Forge 11 installed, and I see 7 Sony DX plugs in X3.  Maybe a reason to upgrade Sound Forge?  
 
I think Sound Forge is the most stable audio app I've ever used.  I can't remember a single crash on my system.  I'm sure others have managed to get a crash or two, but compared to anything else I've run it's a rock.  I know the integration with SONAR has been a problem for some, but I've never had issues there either.
