Well I resolved Neutrino issues i.e.,  VST Plug-In Error" "The following VST plug-in failed to load c:\program files\cakewalk\vstplugins\Neutrino.dll"
 
Uninstalled it from programs list, LOL.

Seems like a lot of trouble for a plugin that does nothing.

Inspite of getting those 1638 errors, the plugin now shows up in PIM, but i can't hear the difference it makes when inserted on a clean guitar track.

Must be my old ears .............

I went back and tried neutrino again.  My first test with a vocal track, a guitar track and a bass track I didn't hear any difference.  As others report hearing subtle differences I tried it again, this time with an Alesis SR-18 drum track.  I can hear a difference that seems to take the edge (highs) off of the drums and sort of dulls them down.  Its not something I would want on my drum tracks.

Regarding those 1638 errors, that's something iZotope should fix. They are probably building new install packages using an old template that's been around since Ozone 1. Devs are often guilty of that, including yours truly. It's partly laziness, but mostly it's because once you have a process that works, you don't want to re-invent it. Ironically, one includes the C++ redist package in installers to avoid problems! 
 
Although uninstalling the redist, as suggested to rickbail by iZotope, will avoid the error messages it shouldn't be necessary. My advice would be to just ignore the error messages. If you're on Windows 10 (and probably 7 and 8, too) the plugin will work fine.

Don't know what went wrong with the formatting of that link. Here it is again. 4 bars on, 4 bars off. It's on the drum setting with the dials cranked up.

not sure if that's the way it is meant to yield much difference. according to the izotope tech blog Its effect is meant to be very subtle so that it doesn’t disrupt the intricacies of your mix, but instead adds just the slightest amount of that special “something” to each of your tracks  which reminds a lot of plugs like tape emulation, which you need to apply across several tracks to achieve a difference that is audible right away (meaning by that point you have probably overcooked it) ... however, izotope claims it is not colouring like tape emulations (which will make it even harder to notice) ...
 
hmmm, to me it sounds a bit like aspirin and placebo in the same bottle ... you may not know what you get until you had too many

LOL. But seriously, once you got hi-grade hardware and a properly treated room, you may not need extra-efficient plugins. Looks like iZotope has got the trend right.
