The project opens fine except it opens up from a SONARPLT.exe file from within the Cakewalk projects windows folder unlike all the rest of my projects that are in their own folders.
 
I've even tried to "save as" with a new name and it's still saves as a single .exe file. Probably draws from the "audio" folder, but I wouldn't know how to manipulate it to have it all in it's own folder.

SOLVED: Used cakewalk bundle. 

Do you mean it's a .CWP file? The .exe is the program itself. I would create a new folder alongside the rest of your projects, name it, then open the .cwp, do a save as into that folder, remembering to check 'copy all audio with project'. That will give you the .cwp and a new audio folder just for that project.
 
I was writing this while you were editing - wouldn't recommend using a bundle, they can get corrupted.
