Well I for one am very happy to see that Roland stayed on top of things and released updated drivers for their audio devices.  I can now update to Windows 8.1 and use my Octa-Capture without shedding a tear.

Who the hell updates the OS on their DAW the same day/week that it is released?

I'm not on the Windows 8 train right now, but when I heard 8.1 was released - my assumption was that it was just a service pack - not a new OS. Those types of updates are usually safe, and I would do them in a heartbeat. It would have been a wrong assumption, and shame on me - but I'm sure many people thought it to be similar.
 
The real shame is that device manufacturers have to re-write drivers every time Microsoft sneezes! Fundamentally this is still Windows 8 - new drivers SHOULD NOT be required for every device connected to your system.

You're right, it shouldn't be required. Like most other companies drivers just work in 8.1.
Roland should have had these drivers ready months ago when the preview release was out.
All they had to do was change 2 lines of code to make the driver 8.1 compatible.

Roland took less than a week to fix this.
Even Microsoft is having issues with 8.1

If you are an early adopter you are effectively a beta tester whether you like it or not. This goes for pretty much any software nowadays.... Get used to it or stick with the previous release for another 3 to 6 months. For instance I will still be running on X2 until the end of the year at least. Waiting until X3G comes out :)

BTW professional IT support companies audit machines and do their research before they upgrade them so they don't get caught out on compatibility... Assumptions of any sort are generally a dangerous thing...
