Thinking of getting X3, currently have x2.  Does this install a new version of X3 on the machine? Can I continue to use X2 version after I install X3 if I need to (without re installing x2)?

Yes, X2 will remain on your system.  In fact, it seems best not to uninstall a previous version, just install new version alongside.
 
On this computer I have X1d, X2a and X3b.  They all work fine, and it can help with problem shooting to have a previous version on-board.

Another question: There are a couple of packaged named similar to "Loops & one shots" . Are these new? It seems like X2 had the same. I am trying to avoid installing over my existing stuff or reinstalling the same if X2 has it. 
 
I noticed dimension was the same as previous version.

Both "Loops and One Shots" and DimPro are the same as X2 Producer. No need to download or install again.

oh, wanted to ask, X3 didn't install/add any project templates except for "normal". And that template had no tracks in it. I copied over templates from my X2 folder and they work just fine, however I wonder if there were any new cool templates which were not in X2?
