I can't seem to find the new tape simulator. Have you, and if so, where... it is probably right under my nose.

It's an X3 Producer exclusive and it's found in the Pro Channel.

And it is an excellent addition for sure.
 
I've been using Nomad Factory's Magnetic II as my go-to tape plug, but I'm really liking the Tape Emulator.

I have X3 Producer and the Tape Emulator is not in the Pro Channel for me. I upgraded from X2 Producer a few weeks ago. 
 
In the Pro Channel, I see the EQ, Compressor, Console Emulator and Tube.
 
I also do not see the Addictive Drummer plugin under the Insert / Soft Synth menu.

You have to insert them. And have you downloaded and installed ADrums? If you have did you rescan your plugins?

Yeah, if you right click in the prochannel and choose "insert module" - you should see the Tape Emulation along with all the others.
 
As for Add Drums, there should have been a download in your account called "05_XLN_Audio_Addictive_DrumsDownload_Instructions.rtf".  It tell you how to download ADrums from the XLN website.
 
On another note, I really like the Tape Emulator.  Using it quite a bit here.
