I've said this before, but I want

1. better audio analysis tools for clips (e.g., just two mouse clicks to give me the max and average values (peak and RMS) of the audio in the clip),
2. a choice of getting the waveform in peak or RMS format and
3. a choice of normalizing audio at an (max or average) RMS value.

In all cases I want the length of the RMS window to be user-configurable.

 I don't get it man ? 1st- you don't need to use the smart tool.you can use the one tool of your choice.
2cnd-you don't need to use screen sets.everything is docked except the track view.just grab a dock and drag it to another monitor (Example: Console view) I am sorry though, if I misunderstood your post :)

Unless I misunderstood, you don't need to use the smart tool if you don't want. I, personally like the smart tool, it saves time.

I also find screen sets useful. Over multiple monitors.

Ditto, I don't like the few cases where I can't use the Smart Tool!
 
Otherwise, I think you can still re-bind the individual tools so they're not using the default Function keys.  If the individual tools were my preference instead of the Smart Tool, I'd probably do that because the Function keys aren't the most accessible...
