Hmmm... each time I have upgraded, I have gotten the download links right on the purchase page (they will also show up in your account). By the time any progress on downloading was done, I had the serial numbers also on my account page. Did you see the purchase confirmation page with your purchase ID (WEBU....)? I am almost thinking the transaction did not occur... and I would recommend contacting your card carrier first and check transactions, then taking this info to CW customer service if a transaction DID occur (give CW the transaction ID on your purchase).
