Complete uninstall/reinstall of Melodyne editor corrected this issue.

I already had Melodyne single track 64 bit installed on my system and elected to install Sonar x3 with the new Melodyne Essential .
As I recall I got a dialog box with three possible selections Remove, ?, and repair of perhaps update. I chose the top one which was  update/update 
So far I cannot get Melodyne Essential  or Melodyne single track to show up as a selection in the "Region Effects" menu.
 
I select a region in an audio track and then try to open "Region Effects" dropdown but get no available selections.
I can still load Melodyne single track as an audio effect.
 
One other difference is now the opening Melodyne help screen no longer opens automatically although I can select it from Melodyne's menu bar.
 
I do have X3b installed
Any ideas

Did you have Melody 2 or 1? 1 doesn't support ARA so you may want to use Essential 2.
Remove Melodyne completely, then install whichever version you want to use.
 
If you need to reinstall under the same conditions at some point, choose "cancel" when the Melodyne installer opens.
 
Also, my "region fx" menu was fixed (CA-2A showed there) by forcing a VST scan reset in the preferences menu under VST.

If its not showing up then you don't have the VST3 version installed. If you had unselected VST3 in the past when you installed it probably remembers this and doesn't install the VST3 version.
Run the installer again and pick the repair choice. I think you may have to explictly select the VST3 option.

Sanderxpander - I have Melodyne Editor 2.1.1 installed
Noel. I deselected everything to install except Melodyne essential
Selected "Repair"
Installed.
X3 is set to rescan plugins = rescanned
Still no selection available in "Region FX"
 
Went into plugin manager
Looked at VST3 audio effects and found no installs
Opened Preferences/vst settings and could find no selection to force vst3 installs
 
EDIT MELODYNE.VST3 IS installed in program files/common files/vst3/celemony/melodyne
When I try to go into :vst options" to make sure that directory is selected it says a scan is already running and to wait-but it never seems to allow me to chect the scan locations.
 
UPDATE 
 program files/common files/vst3 is listed in the directories to scan but a rescan still does not get me anything listed in the audio vst3 directory of the plugin manager nor the "region fx"

Why would you install Essential if you have Editor? Did you try uninstalling completely and then reinstalling Editor?

And did you use the "reset" option in preferences/VST ?

Hmm, seems to be an issue here. I installed Essential with X3 and I too could not find it as an available Region effect, although other plugins were available. I have since installed Editor but this has not solved the problem, Celmony is not available as an option for a region effect. Please keep this post going as I would really like to solve this problem.

Just as an addition to my last post (did you see the music reference there?), Celemony is available as a VST3 plugin and is detected and usable as such. It is just not available in the region effects menu.

Aa per the OP, a complete uninstall and reinstall of Editor solved his issue.

On reinstall of editor i selected all components except RTAS. Have yet to fully test if but a quick/dirty change of volume and raising a few notes worked OK

I was having the same issues with Melodyne Essential not showing up under region fx. After pointing Sonar's scanner to C:\program files\common files\vst3 I got it to show up but what a P.I.T.A. it was.  I had to re-install it 3x before I could get it to work in both 32 and 64 bit. If it wasn't for converting audio to midi I would've said forget it. VV always worked for me anyway.
