It may not be a permissions issue, despite the "access denied" message. More likely, the DLL is in use by another process. That's why the standard instructions for software installs usually start with the advice to reboot and shut down everything that's not needed. As noted by swamptooth, that includes anti-virus programs. Unfortunately, this particular file is common to many, many applications and services.
If all else fails, there are free utilities available for determining which process has a particular file locked. One that I've used is called
Unlocker. With a little patience, you can also locate open files with Process Explorer.
