That's actually not exactly true.  We DO have the ability to regrow things, but have been saturated with the idea that we can't.  I have some first-hand experience with some of this when I was working on my PhD (including regrowing two of my own disintegrated vertebrae - the doctor who recommended I have the fusion operation said afterwards "That's impossible!" - I actually ended up an inch taller than I'd ever been as well - I used NLP techniques and "reframing" as in "My disks are regenerating" but it wasn't quick!  Took about 3.5 years).  From what I've seen, anything IS possible.
 
(In fact, I'm about to regrow a post that was previously deleted just to prove this!)

if you really believe and want it, that arm would grow back on surely
but some people would probably get only 1 finger with that new hand.

bitman is correct.  It's the condition of the possibility of..your choice.  But, you have to start from that POV.  I certainly do.  It's a little different than mere optimism.  It's the condition of the possibility that...one doesn't know everything.  Our ego's make us want to think empiricism explains everything.  Once one is content and comfortable with the ambiguity of being *without complete knowledge*  more possibilities unlock themselves.  That's the gordian knot that gets untied.

There was a lot of disappointment that first time that I met Reality. "That's not possible..." eventually gave way to, "Let's pretend this never happened." 
 
To this day, Reality still doesn't like to admit that I exist.
