I already created an SI-Bass track and have data there for all but last few measures of song, key of A.  But, I need the tune a half step lower for vocal range, so....

Transpose from the Inspector is only working on that single track right, not the project, and it's non-destructive so I can finish the bass line and transpose (-1 on the slider)?  When I record live guitars I'll just tune them down to Ab and then record the vocal over all of that.

That shouldn't be a problem right?  X2 won't have a conflict during export or anything?  Thanks.

Yes, that should work. You can export whatever you hear as the final output. So it shouldn't matter how you go about getting the final result.

That Inpsector thing works just fine.  For the record, I actually highlight the track and use the Process | Transpose command because the Inspector offset can be confusing.  By that I mean that the display in Staff is sometimes weird and everything you play will be transposed as you are playing--which is fine if you keep that in mind.  I just like to transpose the MIDI notes and let a C be a C on the keyboard.
