The higher the value the larger the buffer and the less likely to have dropouts (clicks) in the bounced audio. 350 is the maximum value. Setting it to 10 would almost guarantee dropouts.
 
BTW, it's not a bug.

Now I tried to set 350 but nothing is changing ...  when I do "bounce to clip" (even a very small clip) .... when I restart playing the project then the soft-synths play all fragmented /distorted ... (but it doesn't go into dropout).
 
 
If I save the project then I close and re-open Sonar X2 everything re-start to play/sound fine ...until I do the next bounce to clip.
 
  ... I'am playing several soft-synth on that track so it is not easy to distinguish , anyway I seem that the problem affects not every soft-synth :  affects TTS1 for sure and not Dimensions Pro for sure. For all I know ...TTS-1 has not parameters of caching or similar.  
 
Next project I won't use TTS-1 anymore (even if sometimes got interesting "convetional" patches)

Your project's not at 88.2KHz, is it? TTS-1 has a problem with 88.2.
