I'm not sure what you are talking about. I just deleted all the modules from PC and loaded the CA-2A where it went below the quad EQ but all I did was grab the module and place on top of the EQ. Now if you are complaining that there is empty space above the module because there is only 2 modules I can't see a point in that complaint. 
 
The idea is being able to route signals through modules in an order of one's choosing. If you only need one module loaded beyond the EQ worrying about empty space is ridiculous. If you are concerned about clutter as you put it hit I on your keyboard.

BTW do you know, or have you ever found out why the EQ cannot be removed?

Yeah I think the EQ is hard wired into each channel strip. That was done way back IIRC. At first it was offered as an option to have the eq on each channel of the CV and a lot of people complained that it should just be hard wired in to eliminate the step of having to turn each one on when bringing in a project with lots of trks from an older/previous version.
 
And that was the beginning of what we now call PC! IIRC : )

Cool, thx Grem - now you have explained it,  it does makes sense as I s'pose EQ would probs be the first thing folks reach for.

In X1, the original Sonitus EQ was hard wired into each channel but was superseded by the Quad Curve EQ.
 
Users had to make a conscious choice to switch off the Sonitus in order to use the Quad in the Pro Channel
