You can use Slip-Edit
1. Duplicate the clip
2. Slip-edit the duped clip 200% to obtain 1/2 speed (hold mouse over end of clip while holding ctrl)
If it sounds jittery then right-click and "Bounce to Clip" will clear it up some
3. Record new track
4. Slip-edit new track 50% and "Bounce to clip" to obtain original speed
Slip-edit does not affect the pitch. If you want to change the pitch you can use V-Vocal.
This is destructive editing and results are rather crude but it works.
There are other programs that may work better for this.
