I'm not sure if this a a problem with how Premiere Pro implements VST, but I noticed that none of the presets for programs like VX64 seem to show up.  is there a trick to getting them to appear?

Did you install the presets for those plugins? 

you could try this...
 
Select a preset for a VST effect
 Right-click (Windows) or Control-click (Mac OS) the effect name in the Effects And Sends panel of the Audio Mixer, and choose a preset listed at the bottom of the menu.Note: If an effect doesn’t support presets, Default is the only choice. Default resets all option values for the effect.

Cjay..the presets are there when I use in Sonar.  swamptooth, I will try your suggestion.
