Bingo! Install SONAR x64, point it to the right folders, and you'll be good to go.

It appears Sonar X1 LE cannot be installed as 64-bit.  When I re-install there are no options for the 64-bit version. 
 
I did create another path to my Native Instruments\vstplugins 32 bit and rescanned my VST's.
I think the VST (*.dll) files I had originally copied to the relevant directories had all been 64-bit.
I'm happy to say I now have my 32-bit synths and effects.

One tip, when you are having a problem any little bit of information can be significant, in this case if you had mentioned you were using LE in your original post someone my have identified the problem earlier. Putting your system specs in your signature saves having to type them out every time.

X2 Essential is half price until Aug 31 and it supports 64-bit and offers many new features, such as Timeline Zoom, Auto Track Zoom, Automation Lanes (and the controversial Take Lanes ), Full Screen mode, so you might want to consider upgrading.

The Essential version currently has a bug that prevents you from cloning MIDI tracks, but there's a good workaround for it.
