My PC died, so I did a new download to a new machine.  Is the download updated to include a and/or b updates, or do i need to install the updates?

AFAIK you will need to install the A update as it's not included in the download.

Well, whatever version it is, you will see it displayed when you start Sonar.  I don't know if it tells you during the install, but afterwards, you can click on Help>About Sonar, and you will see a splash screen with the release and build information, similar to what I have listed below.
 
It will let you know if it is the X2a Build 351, which is the latest release.
