Speaking as a guitarist and an avid Sonar user, there are a few libraries out there but they really fall short of a real guitarist playing a real pedal steel. Try calling the local music stores or country night clubs or even VFW clubs. Any place that has traditional country music. You may find a guy that is willing to record those tracks for you. I play steel myself and I can tell you, it is probably the hardest string instrument to play. There are all sorts of little nuances in a real track that a sample library will never get for you. BTW, lap steel is not too terribly hard. You can buy one for a good price and try yourself. Pedal steel is a life long study.
