witch vst engine would you  suggest that has this feature?
  , I hear that nexus is capable to do so , but I need classic instruments type vst's thank you

Assuming you mean 450 HZ and not 450 Megahertz , does the instrument you are using have a master tune function? If so then it might be easier (and cleaner) to do it using that function rather than a VST effect

What Instrument(s) are you using that needs to be detuned?

Ok here my dilemma
I'm making base tracks to then play live with an accordion ,this old instrument is detuned to about 450hz so in order to sound in perfect harmony I need to detuned the vst's to that tune. .....there isn't no other way around ......thank you

If you want to do searches, there's a hippy obsession with 432hz you can google for ideas.
 
Most analogue modellers will let you detune all the oscilators. . You'll have to tuner and find a tuner plug that confirms where 450 is.
 
Lounge Lizard and Ultra Analog do, above voices on the main page, I've not installed session to know. You'll have to detuner and find a tuner that confirms where 450.
 
I just had a look at Addictive keys and which isn't in with sonar and it helpfully allows you to set the the master tune to 450hz and tells me that its and increase of 40cents.
 
I've not installed all the sonar stuff to check, but so far everything seems able

Thank you for your reply, but seems rather difficult, a general midi stand alone like roland gm 2 have a very easy detuned for instruments, but the sounds are kind weak ,I need an engine that has the de tuner with more spicy instruments,and yes doesn't have to be sonar as long that will work with sonar platinum

Each element in DPro and Rapture have a tune setting. The input is set in cents. It might be worth a try. Start with a value of 39 and see if the results are acceptable. Alternately it might be easier to adjust after printing the track http://forum.cakewalk.com/FindPost/3081053

1 semitone = 100 cents
If you think that was difficult, then I think you have misunderstood my post.
AAS Synth (Lounge Lizard, Ultra Analog etc) Increase tuning 0.40 Semitones (Tune is next to the ASS logo)

 
XLN Addictives Keys - adjust master tuning to 450hz (+40 cents)

 
Fabfilter Twin - Adjust master tuning +.40 semiones

If there is no master tune you, with samplers and virtual analogs you can detune the sample or 0scillator. by plus 0.40 semitones or 40 cents.
