I've had this issues evere since X1, but its annoying me now.
 
If I simply have a mono track with no effects and then send to a bus, I can pan the bus L&R obviously and I can pan it also from the send pan knob in the track. All ok. However when I put any effect stereo or mono on the bus (try sonitus reverb switched to mono as example) the bus pan still works but the pan knob on the track (next to the send volume) send does nothing now. It does not work either post or pre fader and has never worked for me.
 
I did a search and there is something about setting LinkSendPan =1 (default is 0) in Aud.ini. I did this but no change.
 
Why would I want this control ? Well its very much used in proffesional mixes to move say reverb on tracks that are sent to a reverb bus around the stereo field. If you have some  BV's say 30% R you may want the reverb to sit there as well so not as to cloud across a stereo mix. Of course it can be done with reverb on a per track basis, but that defeats the flexibility of busses.

The magic word you used in your explanation I think was

If you send a signal to a mono EFX it will come out in mono. Panning will not do anything. And even if the EFX was stereo and you pan the send you will still hear the stereo output of the efx. 


To get the desired results you are after you can send the track to the effect and use the pan of the buss to place the EFX where you want in the stereo field. Changing the sends pan is not where you do this. It's done at the output end of the efx. Some efxs have a mixer where this can be done too. 

LinkSendPan causes the aux sends to synchronize with the primary send, so that as you pan the track's main output any sends to auxiliary busses will follow. It's a convenience, but when enabled you lose the ability to pan each send independently.

It's typical, but not universal, for reverbs to sum left and right before processing. A reverb plugin is often used to imitate real-world acoustical reverberation, where there is only a loose correlation between the position of the direct sound to its reflections. The left and right components are therefore combined, and then the artificially-created "reflections" are randomly distributed in the panorama.

If you want the track to retain its pan position after being processed via a reverb plugin, you'll need to either split left and right and process them separately, or use a plugin that processes each side separately. This, BTW, is not common practice and is usually done for special effect only.

Thanks for replies. So did more investigating and its very very interesting. Its as bit flipper say a plugin design phenomenon.  This has been bugging me in my mixes in Sonar.
 
If you take Sonitus or Lexicon reverb and input on only L channel it spreads it across L&R. You can see it in the plugin i/p and o/p meters. However if you use Perfect Space it doesn't. So if you want to control  multiple sends from your pans send knobs, make sure the plugin does not smear it with no control. 
 
I tested all of mine. If you want to use the following plugins on a reverb bus and control the pan from the knob on the channel send, then do not use Sonitus reverb, Lexicon or Breverb. However my 3rd party plugins, early cakewalk and Perfect space don't.
 
I can't think of why you would want to have a reverb that just smears across the whole L to R lanscape with no control over it. As far as I'm concerened the above packaged reverbs in Sonar are not fit for purpose on a bus, only on a individual track basis.
