Not exactly.
SF2 is Soundfont, created by EMU/Creative Labs. It is a binary, monolithic file format, and can contain many presets.
SFZ is a format created by rgcAudio, used in most Cakewalk synthesizers and many others. It consists of a text file and one or more audio files, and contains a single preset.
