Hey,

I was wondering if there is anywhere in Sonar that lets you add a user defined root note to a sample (eg. C2), then export it with that metadata?

Yes, in the Loop Construction view. Select the sample, press Ctrl+L to convert it into a Groove clip. Then double-click it to open the Loop Construction view. Then enter a new note in the Root note menu located just to the right of the Pitch button.
