ok cool thanks. I was under the impression that the effected sound would be heard before recording

You absolutely can, just enable the 'input echo' button for that track and you can hear the effects as you pay and record into Sonar.
Make sure you have your sound card latency set sop it under 12ms round trip or you will hear an echo. The lower the latency, the better. So a good sound card is a must .

UNLESS one has inadvertently turned the mix control on the sound interface to monitor input- then
the guitar will be heard without any processing (unless one has devices in the chain before input into interface)
 
The other condition besides the two mentioned would be the wet/dry mix on the effect.

Just another idea, but you haven't clicked the 'FX' button on the top bar? That will globally turn off all plug-ins as far as I'm aware.
