I think the opp may be generalising a little, dont forget special force personal hide their faces, as does Mickey Mouse at Disney, burns and accident victims, people with klingon masks at star trek conventions!
 
The list of offenders goes on and on, Santa Claus Beard, Easter Bunny, Smokey Bear, Dragons at Chinese New Year, circus and carnival workers and participants, Halloween, costume party gorillas, not to mention the layers of makeup some women wear or even wiggs!

Reminds me of the old pantyhose over the face wearing thieves you'd hear about on the news years ago before there were ski mask and such things used by crooks. 

I think you are confused about your history. As far as we know facial covering to avoid frostbite have been in use since before written language. Skis dating from 5000 BCE have been found in Russia, and it is likely that those ancient skiers already knew about how to keep your face warm in cold weather. Pantyhose were first released in 1959.

I'm pretty sure 'disguise' isn't what the first dude that put pantyhose over his head was thinking.

Oh those things, my mother has a medical condition that affects capillary circulation so she wears them in winter to keep to help keep her face warm.

I believe BOPE wear masks when they raid the favelas in Rio. I can see where that might be a bit disturbing to the citizens.
