So I found a workaround, which is not really an acceptable solution but I need to move on past this issue. I never like to let these things get the better of me.
Here's what I did:
- add a dummy clip to the start of EVERY track
- add a dummy clip to the end of every track too
- Select ALL clips, right-click and "Bounce clips"
- Now all my clips are exactly the same length
- Insert a redundant tempo change and time sig change before and after the deletion range
- Select all tracks and select the deletion range
- Delete Special \ Delete Hole (with everything checkmarked)
This works, and it successfully removes the timerange from all tracks consistently, as well as shuffle the tempo changes with those clips (this last part would not work without inserting those redundant tempo and time sig changes).
The caveat is that I have lost my individual clips and some automation etc., but at the end of the day I can move on. I do feel that this feature should be a two-step process: "select range" and then "remove range completely".

You're welcome. One thing I've learned to do with my projects is periodically "bounce" down clips and reduce the inherent complexity therein. Basically creating a "milestone version" that helps in getting rid of multiple clips and any clip gain automation as well as audio snap transients and multiple track lanes, etc, etc.
I find a few benefits occur from this: the project file becomes MUCH smaller, and consequently loads very quickly; the track view becomes easier to manage and it's also easier to perform editing functions such as "delete hole" which were failing for me before. The other major benefit is that your WAV files can be easily imported into a new project (or even a new software sequencer!) should your old project file become corrupt or you just want to use a different sequencer.
I still wish "delete hole" worked without having to combine clips, and that it was a simple two-step process (select timeline, and then remove from project) but alas we have to do whatever we have to do in order to move on.
