It probably won't be in any BIOS updates as it's not a bug, It's working and that just might be the issue. 
There may or may not be an easy way to shut it off. My net book has a system called eeEngine which controls power managment. In my case I can un install the software. 
In Windows 7 there's performance settings, Vista must have something like that. 
Go to RUN and type in "msconfig"   look for it there under services or startup

  In the BIOS they let me enable or disable. I will disable. Before I do is there a way to check clockspeed? This way I can see what the idle speed and hi-speed was when it was enabled. I also can see what it will be locked into when I disable it. Running 800-2.9 is not better than a constant 2.1. According to what I read anyway. Let me know what you think. I also read about laptop cooling fans. I might pursue that as well. And in the control panel there are settings that may help. So I have all this printed out and ready to mess with when I have time tonight or tomorrow. Thanks

I might be oversimplifying this but if LatencyMon is satisfied does the actual clockspeed matter? There are a bunch of utilities to monitor CPU temp. If I wanted more hardware technical help (I try to mess with hardware as little as possible), maybe posting in the Computers forum below where the DAW builders hang out might be a good idea.

  You're right. I will just see if disabling the power management will satisfy LatencyMon. Trying it in five minutes.

  Wow, what an epic failure. It actually got worse, to the point that the change made it difficult to do anything. I had immediate failures with any monitoring programs like LatencyMon, DPC Checker and even Window Reliability Performance Monitor. I was not able to control fan cooling either, which I saw online in the Power Management section of Windows. So it looks like I am going to dig a little deeper for my specific system to determine if there is anyone or anything out there that can help me to optimize my Dell 1720 Inspiron. The damn thing has an Intel Core 2 Duo CPU, which is a T9300 2.5Ghz 2 Core 2 Logical Processor CPU. The Dell BIOS is an A06, whatever that means. Funny how I listed the specs huh...I did it so that when I am away from the device I have an electronic resource to refer to...hope you don't mind. Anyway, thanks and I will keep working on this and keep you posted.

Dell would be your source for any firmware updates and possibly some support help (I have never owned a Dell so I have no idea how helpful they are). It might be time for a post in the Computers forum below. Good Luck.

I'll have to ask my son which Dell it was he had that was hopeless. He ended up buying a $500 Acer that works perfectly for audio. He gave the Dell to his Daughter. Like I said Some Laptops will just not work, The interruptions are so embedded in the system they cannot be easily dealt with unless your a super geek. 

But I think scook is right and you should start a thread in the computer forum here or on gear slutz. This has gone beyond a simple solution. Good luck..

Yeah, threads now going on in Software and Computers. I did not realize the laptop was upgraded from it's original OS. If it were my call, I would restore the unit back to the factory config. That was what the machine was originally certified to run. But I am conservative that way. It may be incapable of running as a DAW but I would give it a chance using the factory installed OS and whatever minimal DAW tweaks were commonly applied at the time of the OS and DAW software.
