Is there a way to stretch a MIDI clip. Like an equivalent of holding ctrl and stretching an audio clip. Stretch out longer to slow down shorter to speed it up. I know you can use the Fit To Time or Length but a drag stretch would be nice.

That is a Tempo issue. Just speed it up or slow it down. The Transport module in the Control Bar shows the tempo and it can be adjusted. There is a Tempo Map as well.

What I am talking about is a timming issue. For instance, I tracked electronic drums and one section of the song the drummer slowed down for a couple measures and then caught up and then in another part he speed up a bit and then pulled the reigns and got back on tempo. How would you fix that? Besides get a new drummer.  The rest is spot on and the feel is great.

It is MIDI, afterall - just put the notes where you want them.  Use the piano roll - or quantize if you like.

Yeah, that's still tempo.  You can try Fit Improvisation feature, or if it's not really too bad, manually move, maybe with a bit of quantize as well?

No, there's no drag stretch for MIDI. As you already mentioned, you can use Fit To Time or Length.

i would right click lasso the effected notes/press Q
this brings up the quantize menu,if its basic timing and not some 3/4 or 1/32th rolls,set it to 1.8 or 1/16th press enter.done,listen.

Just quantize the measures that are off and then you may also have to tweak them. Use an 80% strength so it doesn't sound too mechanical. 

Another option would be to cut and paste the measures where he played the part in time over the ones where he didn't.

Copy the "correct" timing from a MIDI clip or audio (in Audiosnap), then use the Clipboard option in Process -> Groove Quantize to apply that to the erratic drum track.
