Windows Media Player can burn audio CD's just fine, no software installations needed. For MP3 conversion there are a ton of free LAME based encoders available. Look up "LAME Front End" for a good GUI version of Lame, it's working great on my Windows 8 DAW.
Export good 16bit/44.1k WAV files from Sonar, making sure any fades and what not are done, then use WMP to burn a quick audio disk or LAME to make an MP3.
Utilities like CD Architect are usefull if you're producing a master for publication / reproduction, but for your average joe projects it's not necessary. It's been a long time since I needed an audio CD, everything in my house plays from the network and my car uses USB flash drives.
