Create a volume clip envelope.  Slide it up or down to adjust volume.

As far as I know, there is no such thing as volume envelopes for clips in Sonar.
There are gain envelopes which can be used to lower the volume but they work a little bit differently than volume envelopes.

just a little nitpicky trivia..

Where does a clip's Gain envelope come in the chain, i.e. is it before or after clip effects?

"Gain" envelopes control the input level so they come before the rest of the signal path.

"Volume" envelopes control the "Fader" which is the output of that track, so they come last or after any effects.

They are both accessed by right-clicking the Clip and selecting "Envelopes".

You can also double click the Fader value and set it to the value number of your choice.

when you right-click on a clip you would expect to see a parameter to control the volume (something like a multiplier), however it is not there

The Volume Fader can be found in the Inspector, to the left of your screen, or in Console View.

In Track View it is in the Controller Pane as a slider.

When you use the term " Clip" I assume this is a short chunk of audio within a "track" right??. So a "track" made up of a bunch of "clips" will be handled differently than a complete "track" that is one long file. 

To adjust the volume of a track is of course pretty obvious  unless your really ne to DAW software.  
You can also automate this both in real time or by inserting NODES ( right click) 
If your talking about one little clip being to loud or to quiet you can just add the NODES to that little clip. SOnar does not include a wave editor but if you have one you can also use the Tools menu to open the clip in say Wave LAb or Audacity and change the volume there. Sonar has a audio volume plug but it will take a mono track and make it stereo..:(
