I recently just built a new PC that has Windows 7 (64 bit).  I installed my copy of Sonar 7, NI Komplete 6, Superior Drummer 2, etc.   

I went to track something today with Guitar Rig 4 (set as Audio FX), and nothing is working.  Using the standalone version, I'm able to get the File, Edit, View, and Help tabs.  In Sonar however, I just get On, Preset Choice, and File (which only shows Load/Save Bank, Load/Save Instruments) which means I can't set my line in settings like I was able to using Vista.
