OK - I figured it out.  I didn't realize 'scroll lock' was a physical key on my physical keyboard.  I thought they were referring to a key binding.

Very frustrating.  I'm sure I accidentally hit something, but I've hit a wall trying to undo it!

I've found the options-click behavior-left click locks scroll.  I've clicked it and uncliciked it and clicked all around the track view and the inspector and still nothing scrolls.

The help file is incredibly confusing:

If the various views are not updating during playback, make sure the SCROLL LOCK key on your computer keyboard is not enabled. For more information, see Synchronizing your gear.

I have NO IDEA where the scroll lock key is.  Is it labeled?  When you go to "Synchronizing your gear", as far as I can tell there's no mention of scrolling.    I really don't know what the 'clips pane' is either?  I suppose it's the area in track view with the clips but if that's it, then the left click thing isn't working.

I'm sure the fix is stupidly easy.  But I guess I'm stupider than stupid.  Help!!!

Yep, there are two keys on the PC keyboard to be weary of when running SONAR (if you've never heard about them... once you know they're there and know what they do, it's no problem avoiding them.)... the Scroll Lock key, which you know about it... and the Pause/Break key. Pressing that puts SONAR into a sort of CPU conservation mode, which slows down screen and GUI updates. So SONAR may seem like it's somewhat unresponsive with "jerky" screen movements.

Both keys toggle their associated features on/off.
