The export will respect whatever options you select in the export dialog. You and the person receiving the files should have a discussion about what needs to be included in the files.

To have the tracks start at zero, slip-edit the beginning of the track to zerp, then choose Bounce to Clip to make the extension a part of the clip. Make sure there aren't any splits in the clips, it should all be one long file that starts at zero.
 
Everyone is different in terms of mixing, but I prefer two copies of each track - one raw, and one with all the processing, automation etc. I also like getting a rough mix so I can hear where the person is going with the mix.
 
Interestingly, I often do the reverse - engineering a session in Pro Tools, but exporting the tracks to mix in Sonar.
