Firstly do a full scandisk of your hard drive (always a good idea periodically anyway).
Then run Windows update.
Then reboot, move file to another folder using Windows explorer, reboot again, have another go at installing.
If that does not work temporarily disable your virus scanner.
Generally this is down to file locking via a virus scanner (some folders need to be excluded from virus scanning), corrupted file permissions or corrupted hard drive structure. Also Windows itself may be playing up (some issues can be fixed by patching Windows via update method).
