You're probably running into the same thing I did. In x2 the icon stays as a pencil all the time and this is confusing. 

Make sure to select only the notes you want to modify (right click drag or click on the note in the piano roll to select all of that specifc drum) and then make sure to ALT click drag on the velocity pane. If you click drag, you will change ALL notes and be very frustrated :)

ALT + click is the trick, with the smart tool. 

I'm sure you're already using it, but the Notes -> "Show velocity on selected notes only" is a god send.

garrigus & josh:  Well I spent the whol day working on drum tracks in the PRV. Your posts really helped thanks!!  I learned alot today. I imported some midi patterns and then edited them as need and really have been trying to make them sound like a human drummer, so it took some time. Found on pattern with several 16th note fills on the snare and toms, when I zoomed all the way in, there was only 1 "tick" (midi note), where I was expecting 4. Any suggestions on this. And also, in Sonar 5 I was abble to "paint" in parts, for example, I could pick the note length value and then just draw/pain them in.  Is that feature still there?  Probly is, and I just didn't stumble accross it. Again thanks for your help!!!

Not sure what you mean regarding the MIDI pattern with 1 tick. If you mean the duration of the notes, you can change that. But drum notes don't need long durations because they're just hits and not held out notes.

As for the Paint Brush feature in the PRV... no, that's gone. Cakewalk removed it.

what I mean by "tick" is shows only 1 midi note, however when that note triggers it actually is playing back as 4 16th notes, like a roll.  I have zoomed in thinking there were several notes squashed together or on top of one another in the display, but nope, it shows as one note. As I was zoomed in I also was looking for multiple velocities and there was only 1 velocity there. So I thought maybe there was a trick to that. I imported the groove from either groove monkey or whatever came with session drummer.

As far as note length values, i guess I meant, I could pick "1/4" and paint(drag the mouse over while holding the click) in notes and it would autofill/snap each note to the quarter notes (on the beat) of the measures, or if I picked 1/8, it would put them on each 1/2 beat. I'm sure this is confusing, cuz it is hard to explain.

That first thing sounds like you're triggering a special drum roll sample, which would require only one MIDI note to trigger the sample, but you'll hear multiple hits because the sample itself is of a drum roll.

When you choose a note duration, you can double-click or Alt+click to enter a note of that exact duration. If you click+drag, you can drag the note out to any desired length, but it will snap according to the snap resolution.
