What I'd like to know is what was Sharke doing?  Any normal New Yorker worth their salt would have had their phone out video taping the incident for later chuckles on YouBoob.

Because they're the face people see of the real problem which exists far behind the scenes.  It's like yelling at your local bank teller in the grocery store office for a policy written by some executive from his private yacht...
 
What the Police are REALLY supposed to do:  Protect and serve the community (including doing nothing if people actually behave civilized).
 
What Police are actually being tasked to do:  Find new revenue generation methods even if this means ignoring criminal activity that doesn't generate revenue or forcing some people to pay restitution for things that aren't even illegal.

First, it should be obvious to anyone who watches police behavior, but I've had to deal with them a couple of times (due to evicting nasty tenants who stole and vandalized as well as when I was a passenger in a vehicle they pulled over) where it was pretty much laid out to me by what they said.  I also learned about some things from friends that had to go to court, but the best proof was from an ex-officer I was in a class with (who was changing professions).  He told me a lot of the things officers on the job aren't allowed to confirm.
