You can't force SONAR to use X gigabytes of RAM. It will take what it needs. If you're using synthesizers, as opposed to samplers, it's quite likely SONAR will never need more than 2GB. The only situations where your vast amount of RAM might actually be fully utilized is with very large sample libraries or very large projects with many audio tracks.
The sound card, btw, is a non-issue. For your purposes, that old SoundBlaster should do just fine.
RAM usage is probably not related to your dropouts at low latency, either. Having more RAM can help with glitching only to the extent that you have fewer disk reads and thus save that overhead. However, disk reads typically aren't the primary cause of clicks, pops and dropouts. That's entirely a CPU-usage issue, and relates directly to buffer size.
Here's a thought. If you're creating your beats within the PRV, as opposed to playing them via a keyboard controller or drum trigger, then there is no need to have minimal latency. Simply bump it up until the interruptions go away.
