When recording vocals and electronic drums I can't hear myself while recording. The only way that I can is with the ECHO on but with it on there is a delay and "echo"

You reduce the latency.
What driver mode are you using? I see that the UA-4FX has ASIO drivers, you should use ASIO.
Go here http://www.roland.com/support/article/?q=downloads&p=UA-4FX
and download the latest driver for your operating system, install the drivers and then switch the driver mode to ASIO, if you haven't already done so.
 

Also try bypassing your Fx Globally whilst tracking and re-enable when you've done
