The Uilleann Pipes patch in the Kontakt Factory library is surprisingly good. I don't know if I played around with the other bagpipes. However, I recently picked up the old Eduardo Tarilonte library Celtic Wind, and that has the best Uilleann Pipes I've ever used. If you want a great collection of Celtic instruments, give that one a go. You'll have to pay for it though :P
