Vegas does come with many filters, FX and transitions. The clips are similar to Sonar / DAWs in general in that you can slide them along the time line. They also have hotspots like Sonar - you can drag the corners of the clips to fade in and out etc. You can also size and position a clip on the canvas, and apply automation to the clips so that it can move across the canvas and zoom in and out etc. The same automation techniques can be applied to effects and transition.
Parts of it were obvious, the more advanced things - green screen work etc. are less so, but there were plenty of good demos and tutorials

I have been playing around with Sony 'movie maker' but i don't see how to do any mixing of video clips, so i will get Sony Vegas as per your suggestions...... ...Does Vegas come with plenty of video effect 'plugins', and does anyone know a good source of video effects, maybe even free ones?... ...When it comes to syncing picture to music, do you simply 'slip' the video clips during editing until satisfied with sync?... .. ...Thanks.
