I have my setting of this parameter at 2 as well and so far did not encounter this issue. 

Does it occur in other projects ? Could it be due to one of the synth that was removed ?

You live in NYC and you are worried and irritated by a program warning message? Maybe a break from SONAR might be the ticket. If it gets to be too much set the initialization file variable WarnSilentBuses to 0.

No, just occurs in the project that I had open when I changed the parameter. The warning popped up right after I imported the configuration back into Sonar after changing it, which was before I removed the superfluous synths.

This may or may not help - if you have not change a lot of the configuration setting, there is an option to reset it to default.

I just did the reset and does no harm. I've change the ThreadSchedulingModel back to 2 now.

Try increasing the soundcard buffer size? More latency but less load. 
AFAIK the 1st core always loads more, at least it does on my AMD phenom II X6 1055T so if there is a solution then I'd love to hear it. Threadschedulingmodel setting make little to no difference. I am using win 8 fresh install and no change in load from win 7.

You can also try to increase the "PlugInBuffer" size in the configuration file..

If you are using a lot of plugins under Win 7 it will definitely tax the first core...

     Edit - I should have read your reply better before posting. If you are using a lot of 32 bit plugins, I believe you can get Bitbridge to assign specific "servers" to instances of particular plugins which consume more CPU cycles. I don't know what the correlation between Bitbridge servers and CPU core activity is though - but maybe worth looking at.
