For a riser FX, you can use some sort of Doppler/panning effect and Stereo Widner FX. When something rises, the stereo image should get smaller the further away it goes, so you can automate the stereo width to make it go from wide to narrow. Doing this, along with a Doppler/panning effect, you can make it happen.
For the swoosh you can use some sort of Flanger and Chorus
To dial in the right settings for these effects, just use your ears to fine tune it
