Uninstalled and reinstalled Sonar... didn't fix the behavior.
Did a windows reset, reinstalled sonar and all plugins, didn't fix the behavior.
 
Installs and scans fine on another machine of mine.

What version of Console 1 are you running?  This doesn't address your problem, but I had an issue with Sonar Plat and one of the Softube plugins not showing up (in both Console 1 and in Sonar, even if I used them without Console 1)... Had the same scanning issues as you too...So, I uninstalled Console 1, reinstalled the latest version, and it fixed the problem...I doubt this will help, but fwiw...
 
Any help from Softube support?  They are pretty good about getting back to you within a day or two.
