as the title, for example: there should be 3s after the last note stop
I try to use "Insert Time/Measures" but it's impossile. It still stops at the last note, not blank time. Is there any way?

I go with Dave's question too. 
MIDI is data, when there is no more data then there doesn't need to be "blank" data. 
If the instruments are cutting off abruptly,  then add sustain ( drag the note out )

Add a marker at the point in the timeline that you want playback to stop.

Also there is an option to Play Effects Tails When Stopping so that it doesn't cut off a note before the reverb or echo or whatever effect finishes.
