If I create a blank project and then add a midi track and right click the midi track none of the view option work so I cannot edit and add new midi notes. If I choose the 16 midi track project everything works ok or adding a mid track to an existing project work ok. Is this a bug?

That's strange.

It works perfectly on my system.

Maybe that blank project template is corrupted. Try creating a new blank template and see what happens

Selected 16 midi track and deleted everything including views and saved it with new name tested and working. Deleted the old blank template and renamed the newly created to blank template.
