When I click on the Help menu I usually get the normal Help window within Sonar.
 
Today it sent me to a web site and I had to disconnect from the web and close/reopen Sonar to get the Help file to open.
 
Is this normal?

From the online help:

If you do not have an Internet connection, SONAR will instead launch an offline version of the online Help.

If you prefer to always use offline Help, go to Edit > Preferences > File > Advanced, and select Always Use Offline Help.

To download the latest offline help file, go to Help > Download Latest Help File.

The X2 help is online by default, as it will give you the most current content.

As Mr Cook said, if you do not want to use the online help, the change he provided will set it to only use offline help.

When you had disconnected from the web Sonar automatically went to the static offline help content.

What's weird is the fact that I do not have Offline Help checked in Preferences but I always got it anyway when connected to the internet. So it should have been doing this all along but never did until today. It was like a one-time fluke... In fact I just opened Help right now and got the offline file as usual. This must be a bug?

I have now checked always use offline help so we'll see what happens.
I also have the latest download Help so should get used to using it. Would be nice if it could launch within Sonar, though.
