1st time this has ever happened.

I was using a pair of wireless phones when all of a sudden I hear a phone ringing as if I'm making a call. Then I hear both sides of the conversation as if I was on the phone with them.

The 2 parties are about 1 block away from me and there's a 2-way radio store with a huge radio tower next door.

I believe the phones are FM frequency and have 3 channels so I can switch it if this happens again.

Good thing they can't hear me anyway.

I remember the "party lines" as a kid in the UK in the 70's. Sometimes you'd pick up the phone and there would be a conversation going on. Of course I'd try and listen in. But the other people would hear that someone was listening, and tell me to put the phone down. One time I got really arrogant and ignored them. Next thing I know, this woman is pounding on our front door and screaming at my mother. Turns out everyone generally knew who they shared a party line with, and I didn't know that. Got my ass kicked that day.

If it were me, I'd advise my neighbors to immediately trash the old phones and upgrade to DECT cordless phones. If they ever call their bank or other institutions where they give personal information, they're broadcasting that to the entire neighborhood.

my desktop speakers (powered mini monitors) can tell when a GSM cellphone is going to ring from about 10ft away.. eerie to get 2 seconds notice that the phone is going to ring..lol

We used to be able to pick up our neighbors' phones on our Plectron when I was a kid.

Every once in a while on my cell phone I'll dial out, and once it starts ringing I'll hear someones conversation until the person I'm calling picks up.

its what's known as Signal Attenuation , a friend who does wireless mic licensing for concerts (stadiums / arena's / sporting events) explained it.

I used to pick up jumbo jets flying over the odd time on FM e.g. "we are arriving at heathrow in xyz minutes"  .. or around 100fm picking up a hard drive or mouse making noise.
it's down to lack of shielding / grounding sometimes also.

the phone thing, when it does that bleep thing.. sometimes it's look for a beacon as well.

you might have the option to adjust the frequency on the unit perhaps ? some things offer at least 2 options for it.
