The separate snap in the PRV still works but just as in X1 the global snap needs to be on for the PRV snap to work. Remember that you can also have two separate snap settings now, the primary and alternate. Set up the alternate by holding N down while adjusting the snap settings and switch temporarily between the two by holding down the N key or switch permanently by pressing Ctrl+Shift+N. When you switch permanently the alternate becomes the primary and vice versa.
It's also possible to have separate snap settings per screenset by setting a variable in the Prefs-->File--->Initialization File. The variable is "IncludeSnapInScreenset=1"
The smart grid though is turned on or off by left click and holding the resolution button and then selecting or deselecting "Smart grid" from the drop down.
There's certainly one thing X2 can't be accused of and that's being short of snap grid options.
