From what I'm seeing here, the only thing that's wrong is the double-click to open Note Properties, but you can right-click to get to that particular dialog.
Clicking & dragging works perfectly
If by "clicking and dragging" you mean, for example, clicking on a quarter note and repositioning that note somewhere else on the stave without altering its duration, then yes it does. But the instructions cited above are describing how to alter the
duration of a note, by altering its start or end time - in the same way that you can drag out the start or end time of a note in the PRV.
Try this: select the edit tool (as above), then click and drag on a note on the stave. Nothing happens.
It's obvious that they've simply copied instructions that pertain to the PRV here. Notice that it says "position the pointer over the note's start or end point." There
is no "start or end point" on stave notes. You just click on the
note. PRV notes, however, have a physical length which represents their duration, and thus a start and end point.
